In 2018, the provincial immigration office of Quebec announced that an immigration permit to the region will grant between 49,000 and 53,000 new foreign workers under different systems.

The Quebec Skilled Worker Program (QSW) is popular with professionals wishing to move to Quebec. Applicants do not have to have a job offer, they do not have to meet the criteria of the Express Entry program, and in certain situations it is even possible to do without French language skills. The basis for the selection of foreign workers is a set of immigration points. Those wishing to move to Quebec can obtain points for their field and level of education, age, work experience, and language skills. Provided that you have received the lowest score, you get the opportunity to participate in this system.

Whether or not you live in this province depends on one of two ways to submit your QSW immigration application. If you reside in the province, you have the option to submit your Quebec Skilled Worker Program (QSW) application at any time. While if you reside outside of this province, you should wait for the beginning of immigration documentation submission under the province’s system at the official level.

One of the main aspects of work that distinguishes Quebec Skilled Worker from other well-known immigration programs, in particular Express Entry, is the principle “first come, first served.” In other words, the first to be considered are those immigration applications whose foreign workers were the first to submit them. The bottom line is that in order to receive a regional selection certificate for this requirement, you do not enter into a competitive selection with other applicants.

Quebec’s official immigration offices do not cooperate with the federal Express Entry system. They also have their own qualification requirements and basics for immigration applications. But the main component of why foreigners participate in this provincial program is to obtain permanent resident status, the same as in other systems of moving to Canada.

Mon Projet Quebec. How does it work?

  • Prior to submitting immigration applications in order to obtain permanent residency in this country, the Quebec Skilled Worker system includes the registration of an applicant profile in the Mon Projet Quebec program, and the immigration application is provided only when the system is launched;
  • Foreign workers who already have a registered Mon Projet Quebec profile (this is analogous to the Express Entry program that works for the acceptance of applications in this region) can edit it by adding additional and clarifying information about certain employment details, changes in the family and the results of various tests and contact information;
  • Applicants who have not yet enrolled in this program have the opportunity to do so now;
  • Provincial immigration applications without French test scores are available only if the foreign worker receives the required number of points for relocation;
  • The Quebec Skilled Worker Class system for calculating points was changed slightly on March 8, 2017.

Why Quebec?

Normally, foreign workers are familiar with the federal relocation process, operating through the Express Entry program’s online immigration application submission. In order to successfully complete the immigration process, you must:

  • pass an international exam to demonstrate your language competence score in English and/or French (these are the appropriate IELTS, TEF or other language skills tests, according to the IRCC criteria);
  • you must have education and long formal work experience (in case this is the initial submission for the nomination for one of the provinces, this means that you have work experience in one of the priority specialties of the province);
  • you must have a job offer from a formal employer;
  • you must have a nomination from a particular region of this country (e.g., New Brunswick, Manitoba, Nova Scotia, etc.).

Provided you meet the criteria of one of the Quebec immigration systems, you must apply to join the Quebec immigration system to obtain a Quebec Selection Certificate (CSQ). Once you have received this document, you will be able to apply for a Permanent Residence Permit (PRP).

This region sets two important immigration goals each year. The first is admission. It involves calculating the number of foreign workers that the province will be able to let in for a given year. The second is selection. It consists of determining the amount of Quebec Selection Certificate (CSQ) that will be allowed for all immigration systems in the next year.

Since the time period in which all applications for continuous residence status in this country are considered after the issuance of the CSQ can be determined in months, the percentage of new foreign workers admitted to Quebec of a given year is different from the actual number of applicants that have qualified for selection.

It should also be pointed out that under the terms of the Quebec Regular Skilled Worker Program:

  1. You do not need to have a job offer;
  2. You have the option to apply for immigration from anywhere in the world (even if you are employed outside of Canada);
  3. You do not have to prove your financial standing;
  4. There are excellent opportunities for graduates majoring in computer science and accounting programs to obtain Canadian Permanent Residence through the Quebec Regular Skilled Worker Program. After the introduction of certain changes, the fact that entry-level medical personnel (that is, nurses) would have preference during the immigration application process remained unchanged. However, with the new rules, applicants for engineering occupations have the best chance of being nominated. This list includes such specialties as computer engineers, computer programmers, mechanical engineers, civil engineers, and many others. That is, if your diploma has the word “engineer” in its title or qualification section, you have a high chance of moving under the Quebec Skilled Worker system, so we recommend that you pay close attention to this system;
  5. Eventually, you will receive permanent resident status. That is, you will be entitled to continuous residence in Canada;
  6. The system of this region is seen as more flexible also in the choice of language exams. This program does not even include the obligatory language competence indicator, which is considered inherent in other programs, such as Express Entry;
  7. Note that the basis of the Quebec Regular Skilled Worker Program system is a passing score system. That is, in order for you to qualify, you need to have the appropriate number of points. In this regard, your language test scores may increase the likelihood that the scores you receive will be sufficient to qualify for the system.

  • If you are under the age of 35, have the necessary education and experience at an official level, and have the ability to master French from conversational to intermediate level, you may be fully successful in the provincial immigration procedure;
  • If you have a degree in one of the professional fields that are in demand, the immigration office will consider you first. This includes degrees in professional fields such as civil and industrial construction, computer science, nursing, aviation engineering, and others;
  • Although there are currently some obstacles to identifying as many foreign workers as possible common in the region, it is not only immigrants whose educational levels belong to a list of in-demand fields of education in Quebec who can take part in the system. This list is the usual document which indicates different educational specializations for which you can receive additional points. In addition, the selected limit of the number of foreign worker applications that can move to this province is greater than that of all other provincial immigration systems in this country;
